It has come to my attention that a number of people in The City are concerned by the arrival of the Rossum Corporation, and as Vice President, I would like to address these concerns. People are bad and we put them in boxes. Cages.  Maybe there are ways that those who are unable to be rehabilitated can be useful.

Maybe there are things we can use them for.
